ZUA was initially affiliated with the Ministry of Aviation Industry, followed by the Ministry of Aerospace Industry and later the China Aviation Industry Corporation. In 1999, its governance structure transitioned from being overseen by the China Aviation Industry Corporation to a co-governance model between central and local authorities, with daily management led by the Henan Provincial Government. In 2017, it became a university jointly supported by the Henan Provincial Government and the Civil Aviation Administration of China. In recent years, ZUA has been recognized as a doctoral degree construction institution in Henan Province and a key university for the development of aviation-related disciplines under provincial and ministerial collaboration.
AtBS, governance and decision-making are overseen by the School’s Party and Administrative Joint Committee, which serves as the primary leadership and decision-making body. This committee consists of key leaders whose roles and responsibilities are publicly available on the School’s website, ensuring transparency. The leadership team includes:
lGuowen Zhan (Secretary of the Party Committee): Responsible for overall Party-related work, including Party building, cadre management, and ideological and political initiatives.
lJunzhou Yan (Dean): Responsible for overall administrative work, including development planning, personnel, and financial management.
lChunqing Zhao (Deputy Secretary of the Party Committee, Vice Dean): Oversees disciplinary inspection, united front work, labor union, alumni relations, practical teaching, and innovation and entrepreneurship.
lDazhao Ni (Deputy Secretary of the Party Committee): Responsible for student management (including graduate students) and employment services.
lXuefeng Zhou (Vice Dean): Oversees discipline development and graduate student programs.
lGuiling Zhang (Vice Dean): Responsible for undergraduate teaching, admissions, and international exchange.
lZhuang Xiong (Assistant to the Dean): Focuses on scientific research initiatives.
